Can you hit the monkey before he hits you? You and the monkey in the middle of the pool both have balls to throw. Click on the ball in your character's hand to select the power you want to throw it with. If you throw with too little power, it will fall in the pool. If you throw with too much, it will go right over the monkey. Every time you throw a ball at the monkey, the monkey gets a turn too. Get him before he gets you to win the game. Watch the wind icon at the top of the screen, it will help you adjust your power accordingly.
